The contract involves a sole source procurement by SPAWARSYSCEN Atlantic for Center Vented Hatch Assemblies and their associated Hatch Cases, to be supplied by BAE Technology Solutions & Services Inc. This purchase is justified under FAR 6.302-1 because BAE Systems is the only manufacturer with proprietary rights and specifications for these specialized hatches, which are essential components integrated with the Joint Threat Warning/Air System (JTWS/Air) deployed on C-130 aircraft. The acquisition supports Air Force Special Operations Force missions and continues a previous procurement from 2010, emphasizing the unique compatibility and operational requirements this equipment must meet. The contract will be a Commercial, Firm-Fixed-Price type under the Test Procedures of FAR 13.5, with the applicable NAICS code 334290 and a small business size standard of 750 employees. While this notice is a formal announcement of intent and not a solicitation for bids or proposals, interested responsible sources could express their interest by a specified date, although the government retains discretion over whether to allow competition. The procurement addresses operational needs under the Overseas Contingency Operations/OEF context and underscores the importance of maintaining continuity with existing systems and trusted vendors.
