Certified Floodplain Manager Services

The Township of Wayne is soliciting qualified firms to provide Certified Floodplain Manager Services under RFP 2439. The primary scope of work involves reviewing development within the Special Flood Hazard Area and processing floodplain permit records using the Tyler/Energov digital permit program. The contract is scheduled to begin on January 1, 2027, for an initial duration of up to one year, with the possibility of two additional one-year extensions. Proposals must be submitted via the ProcureNow portal by December 1, 2026, and must include a statement of interest, firm qualifications, personnel resumes, a project approach with milestones, and a fee proposal consisting of lump sum prices per phase and a schedule of hourly rates. Award decisions will be based on the lowest responsible and responsive bidder, or the most advantageous response in the event of a tie. Successful bidders must comply with several New Jersey statutory requirements, including the provision of a Business Registration Certificate, Ownership Disclosure Certification for interests of 10% or more, and adherence to the New Jersey Law Against Discrimination and Equal Employment Opportunity mandates. Additionally, the selected contractor must provide a Performance Bond and Certificate of Insurance, maintain confidentiality regarding sensitive law enforcement information, and comply with HIPAA regulations. All deliverables must be compatible with Microsoft Windows and Office Suite 2010 or greater, and any chemical substances used must adhere to the New Jersey Worker and Community Right to Know Act.
