As per the terms and conditions of the Request for Expression of Interest (RFEOI) for CFHA Net Zero Apartment Buildings, HAXED99, you are invited to submit a bid for the following project:
DEFENCE CONSTRUCTION CANADA (DCC) – HAXED99 – CFHA Apartment Buildings Net Zero Ready 6-Plex, 3CDSB, Edmonton, AB
The work includes, but is not necessarily limited to, the supply of labour, material, supervision, and equipment necessary to construct two (2) 6-unit apartment buildings (12 units in total) at 3CDSB Edmonton, AB, according to Net Zero Carbon Ready requirements.
Should DCC choose to add any additional 6-unit apartments, the cost will be the Tenderer’s lump sum price submitted in the Electronic Bidding System adjusted by the CPI from Statistics Canada Building Construction Price Index for Residential Buildings in Edmonton, Alberta. This index is updated quarterly, and adjustments will be made based on the CPI Index value for the quarter of the awarded contract to the most recent quarter for which data is available at the time the change order is approved.
In consideration of the variation in costs for site work including but not limited to utility connections, grading, landscaping, and parking lot construction work, the negotiation of site work for any additional 6-unit apartments will be based on the cost breakdown submitted in accordance with DCL32 5.2.5. DCC reserves the right to terminate negotiations at its dole discretion. The Planned Change Orders if required, will be exercised within two years of contract award.
No further Services will be allowed to proceed beyond the awarded amount until budget approval is given and an appropriate change order is issued by DCC, which shall be subject to the completion of negotiations and DCC’s sole discretion.
A non-mandatory site visit will be held on date, time, and location. It is highly recommended that bidders attend this visit.

The estimated cost for this opportunity is in the range of $6,300,000.00
The Work must reach Substantial Completion no later than 550 calendar days after notification of contract award and must be completed no later than 30 calendar days after the date of Substantial Completion.
This procurement is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA).
Even though you have been invited to bid on a project, should your DCC bidding privileges have been suspended and you submit a bid on future DCC projects, said bids will be rejected and no contract will be awarded to said tenderer.

As per Acknowledgement Document, Item 7 – Bidders are advised that it is understood and agreed that in the event of their Tender being accepted within 30 (thirty) calendar days of the date and time stated for closing of tenders and their failing or refusing to carry out the contract in accordance with the terms of their Tender, their bid security, if required by the tender, (i) if in the form of a wire transfer, shall be forfeited to His Majesty the King in Right of Canada, or (ii) if in the form of a Bid Bond, the Bonding Company shall be liable in accordance with the Bond.
