CFHA - Janitorial Services HSC Borden

The Canadian Forces Housing Agency, under the Department of National Defence, is seeking qualified contractors to provide comprehensive janitorial services at the Housing Services Centre located at 51 Somme Boulevard, Borden, Ontario. The contract will cover daily, weekly, monthly, and annual cleaning tasks including dusting, disinfecting, trash removal, window cleaning twice a year, mechanical room sweeping, exterior litter removal, and maintenance of janitorial and laundry areas, all in strict compliance with the specifications outlined in Annexes A through D. The initial contract term is two years, beginning on July 1, 2026, and ending on June 30, 2028, with two optional one-year extensions available, potentially extending performance through June 30, 2030, followed by a four-month transition period until October 31, 2030. The contract is structured as a fixed-price arrangement, with all pricing required to include delivery, duties, and taxes under DDP terms, and payments will be made monthly via electronic direct deposit upon satisfactory completion of services. All bidders must meet mandatory security requirements, including obtaining a Designated Organization Screening from the Contract Security Program and ensuring all personnel assigned to the site hold at least a Reliability status clearance; however, bidders are not required to possess this clearance at the time of bid submission. Compliance with the Contract Security Manual, submission of a completed Application for Registration form before award, and adherence to the Security Requirements Checklist are compulsory. Offers must be submitted electronically through the Government Electronic Tendering Service by 2:00 PM EST on May 18, 2026, and must be organized into three sections: technical, financial, and declaration forms. Proposals will be evaluated based on technical compliance and cost, with award determined by best value to Canada, allowing for trade-offs between technical merit and price. Work must conform to Canadian Occupational Health and Safety Regulations, WHMIS, and the Canadian Environmental Protection Act, 1999, with all cleaning agents accompanied by Safety Data Sheets. The contract prohibits use of government insignia and includes strict organizational conflict of interest provisions, including rejection of offers from entities with prior involvement in solicitation development or access to non-public information.
