CGC MAPLE RED GEAR TECH ASSIST

The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this Sole Source Intent on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price Contract

The Contractor shall perform the following tasks:

The Coast Guard Cutter CGC MAPLE (WLB-207) has had an unidentifiably caused overheat condition only while cutter is underway on the main reduction gear, Model NO: 96DHCMG-CP. This work involves a technician’s assistance with troubleshooting the system. The Coast Guard will perform the labor and provide all necessary materials and tools.

2.0 Objective

The objective of this Statement of Work is to obtain a qualified technician from Philadelphia Gear to provide expert technical assistance to troubleshoot and provide a parts list if necessary for the crew to repair the main reduction gear onboard CGC MAPLE.

3.0 Scope of Work

The contractor technician shall provide expert technical guidance and assistance to Coast Guard personnel to troubleshoot the reduction gear observed during operation both in port and while underway. The technician will then provide a list of parts required to complete repair by the ship’s crew

3.1 In-port

The technician will perform inspections of the system as required to correctly identify potential causes of overheating. The ship’s crew will be standing by to perform work and removal of components as necessary. The equipment will be operated at the pier for an amount of time determined by the Engineer Officer and the Technician to satisfy the inspection. If all appears satisfactory the ship will move toward underway inspection to place the equipment under load.

3.2 Underway

Technician will get underway for a period of no longer than 10 hours to perform checks and inspections as necessary to identify underlying cause that is contributing to the system overheating while under a load. The ship’s crew will be standing by to adjust the plant and perform work / removal of components as necessary. The equipment will be operated until determined by the Engineer Officer and the Technician to satisfy the inspection.

This requirement consists of performing all on-site labor and services.  CGC Maple has an immediate need for technical assistance for tasks outlined in attached Statement of Work (SOW).   All work must be performed on-site at Fort Macon Road, Atlantic, Beach, NC, 28512.   The planned Period of Performance (POP) will be conducted during a single visit at the earliest time available and will be scheduled with the cutter POC listed in section 5 of the SOW. Contractor is to be onsite No Later Than (NLT) 26JUN26 or as scheduled with primary POC.

This acquisition is a 100% total small business set-aside under NAICS code 336611, with a corresponding small business size standard of 1,250 employees. The applicable Product Service Code is J020.

The Government intends to evaluate offers and award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the offered services must meet all specifications in the attached Statement of Work. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records.

Offerors shall identify any subcontractors proposed to perform major or critical aspects of the requirement, including but not limited to manufacturing, sourcing, assembly, or fulfillment of the contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, UEI, and a brief summary of relevant experience and past performance. The Government will evaluate qualifications and past performance of the prime offeror and any identified subcontractors as part of the overall evaluation of the offeror’s ability to successfully perform the requirement.

Offerors are encouraged to submit sufficient descriptive information to demonstrate that the offered services meet the requirements of the solicitation. This may include product descriptions, specifications, part numbers, manufacturer information, or other documentation necessary to establish technical acceptability. Offerors are responsible for ensuring that the items offered are correct, complete, and compatible with the Government’s requirements. The Government may consider the offeror’s demonstrated understanding of the requirements and ability to reliably source and deliver the required items as part of the evaluation of technical acceptability. Failure to provide correct items or inability to fulfill the requirement after award may render the offeror ineligible for award or subject to termination.

Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Submit offers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services including but not limited to manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
