The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC MARIA BRAY (WLM-562), a 175 FOOT COASTAL BUOY TENDER. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about January 26, 2009. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A HUBZONE SET-ASIDE. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DOCKSIDE repairs to the USCGC MARIA BRAY (WLM-562) homeport in Atlantic Beach, FL. The performance period will be 42 calendar days with a start date on or about 03 May 10. The place of performance will be at the vessel's homeport. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC MARIA BRAY (WLM-562). This work will include, but is not limited to: Clean, inspect and test ship service emergency switchboard circuit breakers; clean main diesel engine exhaust stacks; clean ship service diesel generator exhaust stacks; clean galley shipboard ventilation systems; clean laundry shipboard ventilation systems; clean engine room shipboard ventilation systems; renew ASW check valves; clean, inspect and test hot water accumulator tank and hydro-pneumatic tank; inspect and test air receivers; preserve HPU room bilge surface; preserve pump room bilge surfaces; preserve pump room deck surfaces; preserve superstructure; renew cathodic protection system; replace isolation transformers; install fire pump automatic air vents; modify shower drains; upgrade 02-03 level ladder; install M240 gun mounts, ready service locker and ammunition stowage box; inspect z-drive drive gears; renew ASW piping, valves and heat pumps; renew deck drains and inspect deck plating; renew hot water piping; composite labor rate; travel and per diem and GFP report.
