The U. S. Coast Guard is considering whether or not to set-aside an acquisition for 8(a) concerns, HUBZone concerns, Service-Disabled Veteran-owned Small Business concerns (SDVOSB), or for Small Businesses. The acquisition is for the Dry-dock and repairs to the USCGC SANGAMON (WLR-65506) and Barge (99005). The Cutter is a 65 Foot Ouachita Class Buoy Tender. The Barge is a 100 Foot. The performance period is 30 April 2014 through 08 August 2014. The scope of work includes: Hull Plating Inspection, Ultrasonic Testing, 10.2 pound, 12.75 pound, and 15.3 pound Steel Plate, Repair on Barge and Tender; Tanks (MP Fuel Stowage and Overflow), Clean and Inspect; Voids (Non Accessible), Leak Test; Spuds, Overhaul - Tender and Barge; Up to 100% U/W Body, Preserve Tender and Barge (Optional); Dry-docking, Tender and Barge; Temporary Services, Provide; Sea Trial Performance, Provide Support; Watertight Scuttle and Hatch (External DC Deck and Below), Renew; Structural Repairs, Various; Steering System, Upgrade; Bilges (Machinery Space), 100% Abate Lead Coatings (Optional); Main Deck Sewage Discharge Piping Assembly, Replace; Keel Cooler, Clean and Inspect and Hydro (Barge). All work will be performed at Contractor's facility. The contractor to provide all parts, special tools and labor required to perform the work. Geographical Restriction: (General) Restricted to the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. (Specific) 01 November to 15 March south of Melvin Price Lock and Dam. Contractor will verify with ships force prior to and following completion of overhaul the proper operation of all systems affected by the specification. Composite Labor Rate, GFE Report, and Travel and Per Diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
