The Naval Air Warfare Center Aircraft Division is soliciting proposals under a Firm Fixed Price contract for Peculiar Support Equipment to support O-level maintenance operations for the CH-53K aircraft, serving both U.S. Marine Corps and Foreign Military Sales requirements for Israel. This solicitation, designated N68335-26-R-1025, is a complete Small Business Set-Aside under FAR Part 19, requiring all offerors to certify as small businesses and be verified in SAM. The contract requires delivery of support equipment including slings, maintenance stands, and transport adapters, with precise technical specifications governed by Government-owned drawings and mandatory compliance with MIL-STD-129, MIL-STD-130, and NAVAIR technical documentation. Items must be uniquely identified with permanent 2D Data Matrix UID markings, traceable to NIST-calibrated tests, and accompanied by certified documentation for plating, dimensional quality, proof loading, non-destructive inspection, and calibration. Access to critical technical data is strictly controlled through cybersecurity and export compliance measures: offerors must hold current CMMC Level 2 self-assessment certification and possess a valid DD Form 2345 to receive the Controlled Unclassified Information and export-restricted technical drawings via DoD SAFE. Proposals must be submitted electronically by the deadline of May 20, 2026, organized into three volumes—Technical, Past Performance, and Price—with strict formatting rules and file naming conventions. Evaluation will follow a Lowest Price Technically Acceptable model, where technical and past performance must each be rated Acceptable, and award will go to the lowest-priced offeror meeting all requirements without negotiations. Inspection and acceptance occur at the point of delivery, either at the contractor’s facility for FMS items or at the recipient site for domestic deliveries, under government oversight. Compliance with FAR and DFARS clauses covering subcontracting limits, cybersecurity, whistleblower protections, and anti-kickback provisions is mandatory, and all successful offerors must use Wide Area WorkFlow for invoicing and adhere to packaging, preservation, and marking standards. The contracting officer retains full discretion to award or reject all proposals, and no obligation is incurred until a contract is formally executed.
