The Naval Air Systems Command plans to award a sole source delivery order under an existing basic ordering agreement with Sikorsky for work related to the CH-53K heavy lift helicopter program. The contract will cover non-recurring engineering efforts to improve troop seat cushions and to modify the tail pylon trailing edge fairing by separating it into two distinct fairings. Additionally, Sikorsky will provide support for flight testing associated with these modifications. This procurement is justified as a sole source due to Sikorsky being the original designer, developer, and sole manufacturer of the CH-53K aircraft, possessing exclusive technical data, specialized engineering knowledge, and unique expertise necessary to meet the Navy’s requirements. The contract falls under solicitation number N00019-26-RFPREQ-APM261-0213 with a response deadline of June 23, 2026. The work will be performed in Stratford, Connecticut, and is managed by the Naval Air Systems Command office located in Patuxent River, Maryland. Although the government intends to proceed with Sikorsky as the sole source, interested parties may express their interest and capability by submitting written responses by the deadline, which will inform the government’s decision whether to compete the procurement. Companies interested in subcontracting opportunities are directed to contact Sikorsky’s subcontracting manager. The acquisition is governed under authority allowing sole source procurement when only one responsible source can satisfy the agency requirements due to unique data rights and technical expertise.

The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to negotiate and award a sole source delivery order to an existing basic ordering agreement (BOA) contract with Sikorsky to 1) perform non-recurring engineering associated with improvements to the troop seat cushions ,and 2) perform non-recurring engineering to separate the tail pylon trailing edge fairing into two separate fairings.   Additional scope includes support of flight testing.

The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(a)(l) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Sikorsky is the designer, developer, and sole producer of the CH-53K8 aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K" program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the unrestricted totality of technical data, unique engineering support experience, and detailed knowledge of the CH-53K" to meet the USN's requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail, U.S. mail or facsimile to the attention of Jenny Moses or Kevin Ritter using the contract information provided in this synopsis. Companies interested in subcontracting opportunities should contact Jason Lockwood, Sikorsky Subcontracting Manager, at 203-225-3657.

NIIN: 016230912/NOMEN: RECEIVER TRANSMITTERThe Department of Defense, through NAVSUP Weapon Systems Support in Philadelphia, intends to award a sole source contract to Lockheed Martin for the repair of a specific Receiver Transmitter unit identified by part number 300A380-3 and NIIN 016230912. This procurement will be carried out under NAICS code 336413 and FSC code 1680. Since there are no drawings or data available and the government does not own data rights to this component, Lockheed Martin is anticipated to be the only capable source to perform the repair. The contract will be issued under an existing Basic Ordering Agreement, and other firms wishing to compete must submit a Source Approval Request, although approval will not delay the procurement process. The government plans to solicit and negotiate this repair using FAR Part 15 provisions rather than FAR Part 12, based on market research indicating the specialized nature of the repair. While this is a sole source action, the government invites any interested parties to submit capability statements or proposals within 35 days, which will be reviewed to determine if competition is feasible. Responses must be submitted electronically via NECO, and no phone or hard copy requests will be entertained. The point of contact for this solicitation is Kate N. Schalck, who can be reached via email for submission or inquiries. The response deadline is June 16, 2026.

16--REGULATOR,OXYGEN,DIThis contract pertains to the procurement of 40 units of an oxygen regulator (NSN 7R-1660-015303496-FZ) with delivery terms FOB origin. It represents a follow-on request for proposal (RFP SPRPA1-26-C-YC01) after the cancellation of a previous solicitation, maintaining the same requirement under procurement request number N0038325X1607. Due to the specialized nature of the part, which is flight critical and requires engineering source approval by the design control activity, only previously government-approved sources with unique design capabilities, manufacturing knowledge, and retained technical data are eligible for consideration. The data and expertise needed to maintain quality are not commercially available, so new sources must undergo rigorous qualification procedures approved by the government engineering activity to be considered. The contract action is conducted under a non-competitive procurement strategy per FAR 6.302-1, though all responsible sources may submit expressions of interest or proposals within 45 days for consideration. Prospective bidders not already approved as sources must provide extensive technical data in accordance with NAVSUP Weapon Systems Support source approval brochures to be considered. Timeliness of source approval is critical; if new source qualification cannot be completed before government requirements, awards may proceed with existing sources to meet fleet support needs. The government is not applying commercial item acquisition policies for this solicitation, emphasizing the technical and critical nature of the item. The contracting office overseeing this action is located at DLA Aviation in Philadelphia, PA, with a designated point of contact for inquiries. Access to relevant military specifications and standardized documents is facilitated through government repositories, ensuring compliance and proper evaluation of technical qualifications.

15--WING ASSEMBLY,AIRCR- AND SIMILAR REPLACEMENT PARTSThis contract involves the procurement of 13 units of a flight-critical wing assembly (NSN 7R-1560-016002718-QE) designated for aircraft and similar replacement parts, with delivery terms specified as FOB origin. Due to the critical nature of the item and limitations in available technical data, government source approval is mandatory before an award can be made. Failure to provide or adequately document this information will result in disqualification from the solicitation. This procurement is conducted under a sole-source authority per FAR 6.302-1, with a 45-day window for submissions after posting to allow any potentially qualified suppliers to express interest. The item requires stringent quality assurance maintained by the design control activity, as only the approved sources possess the necessary design knowledge, manufacturing expertise, and proprietary technical data essential for quality assurance.
