SAF/SA Campaign Analysis Support
Solicitation # FA7014-27-R-SACAS
The Department of the Air Force, specifically SAF/SA, is conducting a sources-sought effort under solicitation FA7014-27-R-SACAS to identify industry capabilities for Campaign Analysis Support involving the Synthetic Theater Operations Research Model (STORM). The primary objective is to secure technical, analytical, and subject matter expertise to run, calibrate, modify, and integrate STORM and its associated data to inform senior Air Force leadership. The scope of work is divided into five service categories: Campaign Analysis Support, STORM Software Engineering Support, Analysis Toolkit Software Engineering Support, User Community Support, and General Support. Key activities include developing concepts of operations and mission scenarios that integrate joint warfare domains across air, space, maritime, ground, and cyberspace. The primary place of performance is the Pentagon in Washington D.C., with requirements for off-site personnel to be located within one hour of the facility. Due to the nature of the work, strict security protocols are in place, requiring personnel to hold Secret, Top Secret/SCI, and NATO Secret clearances, and to adhere to DD Form 254 and the Privacy Act. The contractor must also ensure compliance with the Risk Management Framework (RMF) and DoD cybersecurity policies, utilizing systems such as eMASS for reporting. Performance will be monitored by the Contracting Officer Representative based on specific metrics, including a 95 percent or higher on-time delivery rate for deliverables and a 95 percent resolution rate for help desk requests. Interested parties are encouraged to provide capability statements and recommendations regarding the NAICS code 541330 by the response deadline of November 16, 2026.
