The New York State Department of Health and the Office of Mental Health are undertaking a significant initiative to overhaul and enhance the children's mental health system across all counties in New York. This effort aims to improve access to mental health services and ensure children requiring intensive support can receive timely, community-based care while remaining with their families. The initiative was prompted by a 2022 lawsuit filed against the state agencies to address concerns about the adequacy and timeliness of mental health services for Medicaid-eligible children and youth, with the case being resolved through a Settlement Agreement that emphasizes community-based solutions. A key component of this project involves the engagement of Suzanne Fields Consulting LLC as a sole-source award recipient, specifically to serve as the Children's Independent Reviewer. The contract, which runs from April 1, 2025, to March 30, 2027, has a value ranging from $500,000 to $2,000,000 and is designated as a sole-source procurement due to the exemption granted. The project’s primary contact is Patrick Sheehan, Contract Management Specialist, and the solicitation was posted on May 29, 2025, with a response deadline of June 12, 2025. This comprehensive effort reflects New York State’s commitment to reforming its mental health services for children, ensuring equitable access and quality care across all regions.

New York State is undertaking an expansive effort to restructure and redesign the children’s mental health system to improve access to care and better meet the needs of children who require intensive support services in their home or community. In 2022, a lawsuit was filed against the New York State Department of Health (NYSDOH) and New York State Office of Mental Health (NYSOMH) related to provision of intensive community-based mental health services for Medicaid-eligible children and youth.
