Chiller #1 Repairs - National Agricultural Library

The USDA Agricultural Research Service has awarded a sole-source contract to ASW Mechanical, LLC for emergency repairs to Chiller #1 (York Model YKCFCGP5-CMF) at the National Agricultural Library in Beltsville, Maryland. The scope of work involves the repair or replacement of critical components, including the liquid orifice, O-rings, head cover seal, and damaged pressure release valve position sensors. These repairs are urgent and must be completed within a six-week window to restore full cooling capacity before the upcoming season and to mitigate the critical operational risk of building-wide cooling failure, especially as Chiller #2 also requires repairs. The award was made on a sole-source basis under FAR 12.102(a) to ensure continuity of service. ASW Mechanical, LLC was selected because they have already disassembled the unit and possess intimate knowledge of the system's complex failure mode and specialized diagnostic data. Utilizing the incumbent contractor avoids redundant diagnostic fees, prevents further downtime, and preserves the operational integrity and warranty of the equipment. Performance and final acceptance of the work will take place on-site at the Beltsville facility.
