CISRR SETA Support Services Extension

This contract modifies existing Task Order 70RSAT23FR0000025 to extend the period of performance for Critical Infrastructure Security and Resilience Research (CISRR) Systems Engineering and Technical Assistance (SETA) support through February 2, 2027, covering an 8-month extension from June 3, 2026. The extension is issued as a sole-source award to Noblis, Inc. under FAR 6.103-1 and Class Deviation 25-11, justified by the unique and irreplaceable institutional knowledge, mission-critical continuity, and specialized expertise the contractor holds across nine scientific and technical domains including cybersecurity, zero-trust architecture, artificial intelligence, positioning/navigation/timing, industrial control systems, and electromagnetic pulse analysis. No competitive solicitation is being conducted to avoid operational disruption during the recompete phase, and the continuation is deemed essential to support ongoing Department of Homeland Security Science and Technology Directorate research and development efforts, including readiness for national events like the 2026 FIFA World Cup. The contract is classified as Time and Materials with a total obligation of $10,181,173.94, encompassing the base period and all option years through the extension, while the task order’s ceiling value reaches $17,475,237.50. The work is performed under continuous government oversight, with deliverables focused on technical analysis, usability testing, anomaly detection, quality assurance of documentation, and transition readiness for operational components like CISA. All personnel are required to maintain active security clearances and are embedded with government-furnished equipment at DHS facilities in Washington, DC, with no formal packaging, invoicing, or accounting directives provided. The justification emphasizes that no other entity possesses the depth of technical leadership and experience necessary to sustain mission-critical support without introducing significant risk, and no standard FAR clauses, representations, or socioeconomic certifications are included.
