This contract modifies existing Task Order 70RSAT23FR0000025 to extend the period of performance for Critical Infrastructure Security and Resilience Research (CISRR) Systems Engineering and Technical Assistance (SETA) support through February 2, 2027, covering an 8-month extension from June 3, 2026. The extension is issued as a sole-source award to Noblis, Inc. under FAR 6.103-1 and Class Deviation 25-11, justified by the unique and irreplaceable institutional knowledge, mission-critical continuity, and specialized expertise the contractor holds across nine scientific and technical domains including cybersecurity, zero-trust architecture, artificial intelligence, positioning/navigation/timing, industrial control systems, and electromagnetic pulse analysis. No competitive solicitation is being conducted to avoid operational disruption during the recompete phase, and the continuation is deemed essential to support ongoing Department of Homeland Security Science and Technology Directorate research and development efforts, including readiness for national events like the 2026 FIFA World Cup. The contract is classified as Time and Materials with a total obligation of $10,181,173.94, encompassing the base period and all option years through the extension, while the task order’s ceiling value reaches $17,475,237.50. The work is performed under continuous government oversight, with deliverables focused on technical analysis, usability testing, anomaly detection, quality assurance of documentation, and transition readiness for operational components like CISA. All personnel are required to maintain active security clearances and are embedded with government-furnished equipment at DHS facilities in Washington, DC, with no formal packaging, invoicing, or accounting directives provided. The justification emphasizes that no other entity possesses the depth of technical leadership and experience necessary to sustain mission-critical support without introducing significant risk, and no standard FAR clauses, representations, or socioeconomic certifications are included.

This requirement is a modification to an existing Department of Homeland Security Science and Technology Directorate (DHS S&T) task order for Critical Infrastructure Security and Resilience Research (CISRR) Program Systems Engineering and Technical Assistance (SETA) support. CISRR requires continued contractor support for scientific and technical expertise, analysis, and program execution support to diverse scientific mission areas. CISRR is currently planning a recompete of its support needs and extension of the current support will prevent a gap in service while the requirement is finalized and acquisition planning, solicitation, and award of the recompete is completed.
This modification procures additional work within scope and extends the period of performance of task order 70RSAT23FR0000025 without considering other awardees pursuant to RFO FAR 6.103-1 (FAR Class Deviation 25-11).

Solicitation # 15BNAS26R00000020
The Department of Justice, through the Federal Bureau of Prisons (BOP) Chaplaincy Services Branch, is soliciting a firm-fixed-price contract to develop and maintain the Community Reentry Network (CRN). This agency-wide electronic clearinghouse is designed to facilitate reentry referrals and mentoring support for inmates by locating, vetting, and entering faith-based organizations (FBOs) into a database. The contractor is responsible for identifying resources, confirming their ability to meet ex-offender needs, and performing annual reverifications. A key performance requirement for the base year includes adding at least 750 new FBOs per month, with a specific focus on underserved areas such as rural locations, Puerto Rico, Guam, Native American reservations, and Hispanic communities. The contract structure consists of a 12-month base period with four 12-month option years and a potential six-month extension. This is a total small business set-aside under NAICS 541611. The contractor must provide a specialized team, including at least one doctoral-level member in theology, sociology, or psychology, a fluent Spanish speaker, and a Native American team member. Evaluation will be based on a best-value tradeoff, where ten technical factors—including organizational experience, language proficiency, and outreach strategies—are significantly more important than price. Proposals must be submitted via SAM.gov by the extended deadline of September 21, 2026, at 12:00 noon EST.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

Instructional Design and Classroom Training DeliveryThe contract entails the development and delivery of classroom instruction and training materials focused on systems engineering for personnel and contractors of the Department of Homeland Security. The work is structured under a subcontract arrangement and falls under the NAICS code 611430, which corresponds to professional and management development training. The instruction must be tailored to meet the specific technical and operational needs of DHS stakeholders, ensuring that training content is both comprehensive and practically applicable within federal systems engineering environments. The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.
