The City of Calgary has issued a notice of award to Digital Boundaries Group to serve as the sole vendor for penetration testing of all web applications associated with the 2025 General Election program. This decision follows the company's successful identification of previously unknown vulnerabilities in the Voterview application used for the Calgary Catholic School Board By-election, demonstrating a high level of expertise and rigor in securing election-focused platforms. The selection of Digital Boundaries Group is justified by their specialized experience and the critical time constraints leading up to the October general election, which preclude the city from returning to the market for additional testing rounds. Furthermore, utilizing a single vendor mitigates reputational risks by limiting the number of external parties with access to confidential vulnerability data. The contract is managed by the City of Calgary under solicitation number AB-2026-07067.

Full Description

Digital Boundaries Group is a specialized penetration testing company that was previously used by the City of Calgary to perform penetration testing on a web application called Voterview that was going to be used for the Calgary Catholic School Board By-election in January of 2025. During the penetration testing of Voterview multiple vulnerabilities were identified that were previously unknown, which demonstrates the expertise and rigour that Digital Boundaries Group has when performing penetration testing. As preparations for the 2025 General Election that is to be held in October begin, Elections Calgary and Coporate Security would like to secure Digital Boundaries Group as the sole vendor to perform penetration testing for all associated web applications involved in the 2025 General Election program. The reason/justification we would like to use Digital Boundaries Group for all testing is because: Digital Boundaries has previous experience with testing election-focused web applications. Elections Calgary currently has harsh time constraints with the General Election scheduled for October and does not have the time to go back to market for each round of penetration testing. The findings of the penetration testing are confidential in nature and having multiple companies become aware of identified vulnerabilities presents reputational risk.

City of Calgary - Request for Proposal - 26-1755 Fully Managed Network Services and Private 5G Test Environment for Wave Tech Centre (Formerly 26-1552)
Solicitation # AB-2026-06915
The City of Calgary is seeking proposals under RFP 26-1755 for a fully managed network environment to support the Wave Tech Centre. This project replaces a previous solicitation and requires a comprehensive solution that integrates LAN switching, routing, Wi-Fi, SD-WAN, and firewalling into a single managed service. The network will utilize a multi-site architecture connected via City-supplied single-mode fibre and dual Internet service providers using Border Gateway Protocol. To maintain security, the environment will remain air-gapped from the City's operational network, with limited integrations for identity services and security logging. A critical requirement of this contract is the implementation and operation of a private 5G indoor and outdoor test environment. While the City retains the spectrum license, the selected proponent is responsible for technical compliance and documentation. The successful vendor will provide operational monitoring, reporting, lifecycle management, and knowledge transfer, ensuring the system can scale for future growth. Proposals are due by October 29, 2026, for this non-critical network that requires business-hours availability and performance standards.
