Solicitation # N0010427QYA19
Solicitation N0010427QYA19 is a fixed-price procurement issued by the Navsup Weapon Systems Support Mech for the manufacture of AN/BRR-6 Cable Assembly Outboard Harnesses (6W43/6W44) for use on Navy submarines. The scope includes the fabrication of the harness and associated mold assemblies in strict accordance with drawings 8590863, 8590854, and 8603516, as well as NAVSEA manuals S9320-AM-PRO-020/MLDG and S9320-AM-PRO-030/MLDG. A critical requirement of this contract is the total exclusion of metallic mercury to prevent corrosion of vital submarine components. The government has included an option provision allowing for an increase in quantity within 365 days of the award. The contract mandates a rigorous quality assurance program, requiring vendors to be qualified per NAVSEA audit requirements and to maintain inspection systems compliant with ISO 9001, MIL-I-45208, or ISO/IEC 17025. Key deliverables include a government-approved Quality Inspection and Test Plan, first article testing and inspection reports, and comprehensive production lot reports. Mandatory testing for the assemblies includes electrical continuity, dc insulation resistance, nondestructive bonding, and hydrostatic pressure tests. Award evaluation will prioritize past performance over price, utilizing the DoD Supplier Performance Risk System (SPRS) to assess item, price, and supplier risk. Final acceptance is conducted at the origin by the cognizant DCMA-QAR in coordination with the Naval Surface Warfare Center Philadelphia Division.
