The City of Calgary, acting on behalf of the Calgary Police Service, is seeking commercial off-the-shelf Online Testing Software Solutions to administer the Alberta Police Cognitive Abilities Test as part of its police officer recruitment process. The solution must fully comply with Alberta Solicitor General standards and can be either on-premise or cloud-based, with the requirement that it be a standalone system capable of delivering assessments—excluding platforms primarily designed as applicant tracking systems, recruiting platforms, or HR information systems unless they offer a fully compliant, separate testing module. The procurement will proceed in three distinct phases: a Proof of Concept to validate functionality, full Implementation of the selected solution, and ongoing Maintenance and Support to ensure continuous operation. The City expects the successful proponent to work collaboratively with the Calgary Police Service to tailor the system to evolving operational needs and to maintain open, responsive communication to promptly address any disruptions to recruitment activities.
