City of Oxford Water and Electric Meter Replacement

The City of Oxford is soliciting competitive cost sealed bids for the replacement of water and electric meters, with a submission deadline of November 4, 2026, at 2:00 PM local time. Bids must be submitted electronically via QuestCDN.com, as paper submissions will not be accepted. The project is divided into two separate contracts: Contract A for the removal and replacement of approximately 770 water meters and AMI transmitters, including the installation of 200 AMI transmitters on existing meters and 705 backflow preventers; and Contract B for the removal and replacement of approximately 750 electrical meters. The total time allotted for completion is 210 consecutive calendar days, and the owner will provide the meters and AMI transmitters. To be eligible for award, bidders must provide proof of a valid State of Georgia Utility Contractor license and employ a certified Utility Manager. Mandatory submission requirements include the Qualifications of Bidder section, a Bidder’s Affidavit of Compliance with O.C.G.A. 13-10-91 regarding E-Verify, and a bid bond or certified cashier's check for at least 10 percent of the base bid. Preference may be given to bidders who submit bids for both contracts. The successful contractor will be required to provide performance and payment bonds each equal to 100 percent of the contract price from a Georgia-licensed surety company with an A minimum rating.
