ClaimsCore Transformation Enablement (CCTE)

This contract authorizes a sole-source award to Deloitte Consulting LLP under the GSA Multiple Award Schedule program to provide ClaimsCore Program Management Office (PMO) Support Services and ClaimsCore Transformation Enablement during the Proof of Concept and initial implementation phases. The acquisition is conducted without competition under FAR 8.405-6(a)(1)(i)(B) and GSAM 538.7104-3 due to unusual and compelling urgency, as no other contractor can meet the requirement to fully operationalize the PMO within ten business days of award. The contract is a firm-fixed price arrangement leveraging Deloitte’s existing GSA MAS contract (47QRAA18D001P) with a total estimated value of $27,312,500, structured across a base period of $1,437,500 and two option periods valued at $11,500,000 and $14,375,000 respectively. Performance is centered in St. James, Maryland, with oversight managed from Baltimore, Maryland, and requires immediate delivery of key governance artifacts including a Vendor Artifact and Commitment Tracker, a Governance and Stakeholder Engagement Map, and validated Integrated Master Plan/Schedule documentation. All personnel must already possess active CMS clearances due to the impossibility of obtaining them within the compressed timeline. The award is not based on lowest price but on best value, determined by Deloitte’s unmatched ability to mobilize rapidly and deliver mission-critical PMO functions without disruption.
