SOURCES SOUGHT NOTICE. Mission and Installation Contracting Command - Fort Eustis, VA is conducting this Sources Sought Notice in support of a market research survey to determine small business participation with an emphasis on 8(a) small business interest and capability of potential sources. MICC-Eustis is attempting to determine sources capable of fulfilling an Army Training Support Center (ATSC) requirement. This effort supports the digital classrooms throughout the U.S. Army Training and Doctrine Command (TRADOC) Centers of Excellence and associated schools and activities. TRADOC Enterprise Classroom Program establishes a modernized classroom that typically converts a resident analog classroom into a digital environment. These classrooms support most instructional technology capability requirements associated with resident training and education courses and Programs of Instruction (POI). The classrooms promote efficiencies and maximize the effectiveness of Soldier training. Modernization may include any combination of hardware, software, facilities, and communications linked to a local or Department of Defense (DOD) network or the Global Information Grid. The Enterprise Classroom Programs provide a training infrastructure that supports standardization, compatibility, interoperability, scalability, accountability, and sustainability of classrooms across TRADOC Schools and Centers. This contract will sustain all TRADOC Enterprise Classroom Program and Mission Command Art and Sciences Program (MCASP) installed instructional technology capabilities in support of the TRADOC Generating Force institutional training domain. Sustainment is to cover all installed hardware, software and ancillary and associated items of equipment to include networking and video teletraining (VTT) support equipment. This sustainment program includes repair, replacement and maintenance of all related classroom instructional technology capabilities to include shipping and handling of replacement components or associated parts and repaired equipment. The contractor shall establish and populate a telephonic Sustainment Technology Support Desk for the replacement, or repair of instructional technology capabilities during normal business days from 8:00 AM to 5:00 PM daily (EST). The contractor shall provide both networking support and audio visual support. The contractor shall also provide technical assistance to fielded Enterprise Classroom Programs and MCASP via telephone and other communications, as required. The Contractor shall perform site visits, as necessary, to classrooms that cannot be supported via telephonic troubleshooting. As a classroom installation warranty period expires, it will be added to this sustainment contract. Historical data indicates a workload projection of approximately 1,500 sustainment support desk tickets annually, with an average of 800 approved for repair or replacement, and typically 150 of those requiring site visit repair labor rather than telephonic. The designated NAICS Code is 541513 with a size standard of $27.5 million, Computer Facilities Management Services. Your response shall include the following information: size of company (i.e. SB, VOSB, WOSB, 8(a), SDB, SDVOSB or HUBZone), average number of employees for the last three years, average revenue for the last three years, relevant past performance on same/similar work for not more than three years and your company's capability to do this type of work. All vendors must address how they will be compliant with the Limitations on subcontracting clause if subcontracting will be considered as part of their strategy. Documentation of technical expertise and capability must be presented in sufficient detail for the government to determine that your company possesses the necessary functional area concerns responding to the sources sought and articulate their capabilities clearly and adequately. The information should be emailed to Dascine.o.drumgold.civ@mail.mil, Oscar.m.Clark.civ@mail.mil and Robert.B.Woodruff.civ@mail.mil Any questions shall be directed to Dascine O. Drumgold, Contract Specialist or Mason Ken Morris, Contracting Officer. This is not a solicitation. IF A SOLICITATION IS ISSUED, IT WILL BE ANNOUNCED AT A LATER DATE.
