RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

This open enrollment solicitation, number 405-25R0012016, remains open through August 20, 2030. Services are provided on an as-needed basis with no guaranteed minimum compensation, and referrals are made based on the contractor's geographical location and turnaround time. To be eligible, contractors must operate an FAA-approved repair station within Texas, and all personnel performing maintenance must hold valid FAA A&P certificates. Contractors are required to provide a mandatory pricing schedule covering hourly labor rates, trip charges, and aircraft parts. Evaluation is based on technical qualifications for specific aircraft variants and past performance as tracked by the Texas Comptroller. Payment is processed via electronic funds transfer, requiring the submission of a Texas Identification Number and a W-9 form. DPS retains the right to conduct final inspections at the contractor's location before accepting services as complete.
