CMAR Owens Avenue Interceptor Phase 1 & 2

The City of Las Vegas is seeking proposals from qualified construction managers or general contractors to provide construction manager at risk services for the Owens Avenue Interceptor Phase 1 and 2 Project. This large-scale infrastructure undertaking involves the installation of approximately three miles of sewer interceptor, 2.5 miles of reinforced concrete box culverts, utility relocations, and various roadway improvements including pedestrian and traffic signal upgrades. The project is divided into two phases with estimated costs of $88 million for Phase 1 and $95 million for Phase 2. Selected applicants will be responsible for preconstruction services such as constructability reviews, cost estimation, and project analysis regarding materials, scheduling, and subcontractor selection. The anticipated timeline for preconstruction services spans from November 2027 through the third quarter of 2030, with construction expected to commence in the second quarter of 2028 and reach completion by the second quarter of 2030. Interested parties must submit their written proposals by the deadline of September 17, 2026.
