Sealed Request for Proposals (RFP) for the Schuylkill Economic Development Corporation (SEDCO) Highridge Business Park project will be received electronically by SEDCO via PennBid at https://pennbid.bonfirehub.com until Noon, prevailing time on September 7, 2026. Bids received after this time will not be accepted. SEDCO assumes no responsibility for RFP not submitted by the deadline.
RFP will be opened at the offices of SEDCO, 1 Progress Circle, Suite 200, Pottsville, PA 17901, at the convenience of the owner.
The project is situated in Highridge Business Park on Keystone Boulevard East, Foster Township, Schuylkill County.
The work generally consists of site clearing, grubbing, grading, storm pipe, precast storm structures, seeding, mulching, Erosion and Sediment controls, and stone paving and finish paving.
Water and Sewer extensions.
Drawings and Specifications may be obtained at no cost on PennBid at https://pennbid.bonfirehub.com.
Each Bid must be submitted on the prescribed form. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid.
The successful Bidder will be required to furnish the Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate Surety approved by the Owner.
Attention is called to the fact that not less than the minimum salaries and wages, as set forth in the Contract Documents, PA Prevailing Wage Rates, must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, ancestry, national origin or handicap; and that to the greatest extent feasible utilize project area businesses located in or owned in substantial party by project area residents.
The right is reserved to reject all Bid’s or any Bid not conforming to the intent and purpose of the Contract Documents, and to postpone the award of the Contract for a period of time which, however, shall not extend beyond 60 days from the bid opening date.
Bid must comply with requirements set forth in agreement with state grant program. The project will be funded, in part, with state grant funds through the Pennsylvania Strategic Investments to Enhance Sites Program (PA SITES). The successful bidder must adhere with all requirements, including PA Nondiscrimination and Sexual Harassment Clause, Prevailing Wage, and other requirements as outlined in the PA SITES Key Compliance Guidelines and other items included in the bid package.
Addenda will be posted on PennBid notification via Public Notice sent to Bidders who have registered with and downloaded documents from PennBid.
