CNAP FLAG OFFICE SUPPORT SERVICES

Only SeaPort-NxG Multiple Award Contract holders are eligible for award under this requirement for Flag Office Support Services to the Commander, Naval Air Force, U.S. Pacific Fleet. The procurement is anticipated as a Women-Owned Small Business (WOSB) set-aside under FAR 52.219-30 and will be solicited as a firm fixed-price task order with a 12-month base period and four one-year option periods, supporting an estimated two full-time equivalents annually. Work is performed at Naval Air Station North Island in San Diego, California, and includes comprehensive support for official functions such as fleet receptions, change-of-command ceremonies, and meal services for over 1,000 meals monthly, along with facility liaison duties across 13 CNAP buildings, maintenance of ceremonial and reception equipment, engraving and graphic design, linen inventory management, and adherence to NAVMED P5010 food service sanitation standards. All personnel must be U.S. citizens or legally authorized, hold valid California driver’s licenses for government vehicle operation, be fluent in English, proficient in Microsoft Office Suite and design software including Adobe Photoshop and InDesign, and possess documented recent experience in flag-level event support. Contractor staff must obtain Common Access Cards through the Trusted Agent Sponsorship System, complete security indoctrination, comply with DoD 5200.1R and NISPOM guidelines, and mark all information as For Official Use Only. The contractor must implement a government-approved Quality Control Plan, conduct inspections of returned ceremonial gear, and report labor hours via the Enterprise-wide Contractor Manpower Reporting Application. Responses to this presolicitation must be submitted as a concise three-page Capability Statement by March 23, 2026, including corporate description, Socioeconomic certifications, CAGE and UEI data, and up to three validated experience citations using Attachment 2. No pricing information is provided as this is a market survey and not a solicitation, and all submissions must adhere strictly to format and submission guidelines—no brochures, hard copies, or portal uploads are accepted, and only email submissions to Patricia Castillo at the designated Navy email are permitted.
