The Federal Highway Administration’s Central Federal Lands Highway Division is soliciting multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for Architect-Engineer services under the North America Industry Classification System code 541330, with a total ceiling value of $100 million and a five-year performance period. Evaluation factors focus on capacity to manage concurrent projects, staffing expertise with licensed Professional Engineers, organizational stability, specialized experience in construction inspection, and verifiable past performance on similar projects within the last six years. The contract requires adherence to FAR clauses addressing ethical conduct, subcontractor management, cost transparency, and conflict of interest, including mandatory disclosure and mitigation of any organizational conflicts. Key personnel must be identified and approved, and replacements require prior government consent. Performance is governed by firm-fixed-price task orders, with invoicing tied to certified timesheets, documented direct costs, and compliance with strict documentation requirements.
