The Department of Defense, through the Naval Surface Warfare Center Dahlgren, is soliciting white paper submissions for a Collective Protection Technology Readiness Evaluation (TRE). Submissions must follow specified formatting guidelines, including limits on length and font, and should detail the proposed technology’s characteristics, operational benefits, and readiness level according to NASA’s Technology Readiness Levels, aiming for TRL 6 or above. Vendors are required to submit one original hard copy and an electronic PDF version via CD-ROM by registered mail, with electronic unofficial submissions encouraged but not as a substitute. Classified information can be included in a separate appendix following strict packaging and shipping protocols. The content must include a clear summary, technical descriptions, test data, and a self-assessment of maturity, with additional information in appendices allowed but not guaranteed consideration. Evaluation will focus primarily on the technology’s ability to protect against chemical, biological, radiological particulate, and toxic industrial chemical threats, followed by operational benefits, capability improvement, technology maturity, technical risks, development timeline, and potential integration with other systems. An expert panel, including government CBR specialists and non-government contractors under strict confidentiality, will review submissions and select candidates for follow-up interviews. The government retains discretion regarding testing based on resource availability. The solicitation was posted in January 2005, with a submission deadline of March 1, 2005, and all relevant updates and guidance are accessible through specified Navy and government websites.
