AI Contract Overview
The Defense Human Resources Activity, through its Defense Suicide Prevention Office, is conducting market research via a Sources Sought Notice to identify qualified vendors capable of tailoring, expanding, and validating the existing Connect Program for Suicide Prevention across all branches of the Department of War and Military Services, including the Army, Navy, Marine Corps, Air Force, Space Force, National Guard Bureau, and Coast Guard. The contractor will be responsible for validating the program’s implementation, delivering updated materials, generating comprehensive evaluation reports with metrics and actionable recommendations, and ensuring sustainable program evaluation methodologies. The work involves secure cloud computing and cybersecurity services aligned with DoD and NIST standards, including protection of Controlled Unclassified Information and Personally Identifiable Information, personnel with Tier 3 background investigations, Common Access Cards, and compliance with Section 508 accessibility requirements. All performance is to occur at the contractor’s facility, and deliverables must be submitted electronically in Microsoft Office formats with strict adherence to CUI labeling requirements as defined by DoDI 5200.48. The government has declared a Notice of Intent to award a sole-source, firm-fixed-price contract if no other viable sources respond to this market research, with Safeside Prevention LLC identified as the exclusive sublicensee of the Connect Program, making it the only entity deemed capable of fulfilling the requirement. The anticipated contract includes a base period with two optional 12-month periods beginning around November 2, 2026, and deliverables are due at 30 and 180 days after award, with monthly recurring submissions. The evaluation is based on the completeness and quality of performance outputs outlined in the Performance Work Statement, with no formal weights or ranking system applied. Respondents must submit a single, five-page unclassified capability statement via email to designated points of contact by April 6, 2026, and must include their Unique Entity ID and CAGE Code, declare size status and socioeconomic designations if applicable, and confirm U.S. citizenship for all personnel. No contract value is specified, as this is a pre-solicitation notice, and no formal FAR clauses or clause-specific data are incorporated, with requirements being structured internally. Key personnel must be reported within ten days of award and maintained under continuous Tier 3 background investigation clearance, with immediate notification required for any loss of eligibility. No physical packaging, shipping, or FOB terms apply, as all deliverables are electronic, and the contracting officer’s representative remains unnamed, with oversight coordinated through the Defense Human Resources Activity in
