Special Notice of Intent to Award Sole Source Synopsis IAW RFO 5.101(a)
The 2nd Contracting Squadron on Barksdale Air Force Base hereby submits a Notice of Intent to Award a Sole Source contract. The Government intends to award a firm-fixed-priced contract to Slitherine Corporation utilizing simplified commercial procedures as authorized by RFO 12.201-1. This synopsis has been tailored to comply with the commercial publicizing requirements of RFO 12.202 and RFO 5.101(a).

Slitherine Corporation owns the proprietary program and is the sole distributor of the software licenses. Command Professional Edition (CPE) is a critical tool required to fill a void in AFGSC modeling and simulation. It provides operator-informed, organic capability for time-sensitive projects, commander inquiries, and OSD-level Analysis of Alternatives support to determine capability gaps and recommend up to ACAT-1 level acquisition solutions to mitigate those gaps. No other software meets the government's highly specialized commercial requirements.
Notice to potential offerors (IAW RFO 5.101(c)(4)(vi)):
This notice does not constitute a solicitation document; the Contracting Officer intends to issue an oral RFQ directly to the intended source. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for future acquisitions. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received.
Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and
will not be cost or time prohibitive.
