AI Contract Overview
This contract involves the procurement of USDA Commodity Mashed Potatoes for the Utah Cooperative for Acquiring Resources Efficiently (UCARE), a consortium of 21 school districts in Utah, managed by the Canyons School District Purchasing Department. The goal is to secure qualified suppliers capable of processing USDA-approved mashed potatoes in compliance with federal, state, and district regulations, including strict requirements for food safety, ingredient specifications (such as zero trans fat), and adherence to Buy American provisions. The contract is anticipated to be awarded to one or multiple suppliers, with an estimated annual usage of approximately 28,917 pounds, though this is not guaranteed. The agreement will be a firm fixed-price contract, valid from July 1 to June 30, with provisions for potential product substitutions and contract modifications not exceeding 10% of the total value. Suppliers must submit comprehensive proposals including certifications, food safety records, audit scores, detailed product specifications, and recall policies, along with federally mandated documentation such as lobbying and boycott certifications. Evaluation of proposals will be based on responsiveness, qualifications, experience, pricing, and product samples, with a scoring system that emphasizes price competitiveness and product quality. Vendors are required to submit monthly and annual usage reports, provide detailed product information—including brand, grade, and specifications—and demonstrate compliance with federal procurement standards, including supporting documentation for food safety and processing capabilities. The contract also emphasizes the importance of supporting minority and women-owned businesses and maintaining transparency through detailed pricing schedules, sample submissions, and adherence to federal and district policies. Overall, this procurement aims to ensure a reliable, compliant, and cost-effective supply of USDA processed mashed potatoes to support the nutritional programs across participating Utah school districts.
