AI Contract Overview
The Department of Defense, through the Air Force Sustainment Center, has awarded a sole-source, indefinite-delivery/indefinite-quantity (IDIQ) contract to Elbit America Inc. for the test and repair of F-16 Common Data Entry Electronic Units (CDEEU) under a $55 million ceiling over a 10-year period from 2019 to 2029. The award is non-competitive, justified under FAR 6.302-1 and 10 USC 2304(c)(1), as Elbit America is the original equipment manufacturer and sole source possessing proprietary technical data, specialized test equipment, and unique engineering capabilities required to restore CDEEUs to serviceable “A” condition per OEM specifications and approved technical orders. All repair and overhaul activities must be conducted with certified OEM parts, proprietary tools, and comprehensive recordkeeping including cost accounting, under government oversight at Hill Air Force Base, Utah. The contract structure permits the issuance of firm-fixed-price task orders as needed, with scope flexibility allowing for additions or removals of National Stock Numbers (NSNs) via formal government authorization, but no increases in value or quantity without prior approval. The contracting activity is administered by the 429th Supply Chain Management Squadron, with procurement governed by a Class Justification and Approval that requires a two-step authorization process involving the J&A and a usage form tracked by the GUMAB team. Quality and acceptance standards are defined by Quality Requirements and Repair Method Suffix Codes (RMSCs), particularly RMSC M, which denotes high-risk, one-of-a-kind capabilities involving ultra-precision equipment. The government retains full authority for inspection, testing, and final acceptance, including destructive analysis, with no competitive evaluation methods such as LPTA or trade-off analysis applied. No standard FAR contract clauses, payment details, invoicing procedures, or solicitation-specific submission guidelines were included in the documentation, and no representations, certifications, or socioeconomic status disclosures were required or provided by the contractor.
