The City of Champaign has prioritized addressing gun violence through a comprehensive initiative known as the Community Gun Violence Reduction Blueprint, approved initially in December 2021 and reaffirmed for continued implementation in January 2025. This multi-faceted program focuses on three primary goals: preventing and reducing gun violence while promoting safety; enhancing community engagement and support; and employing data-driven decision-making. The Blueprint specifically targets youth populations, especially during the summer months, aiming to fill service gaps with programming that includes youth engagement, mental health support for young females, vocational assistance, and community-rooted mentoring. The City has allocated ARPA funds toward these efforts and is partnering with experienced organizations that maintain a culturally responsive approach, particularly serving communities of color and justice-involved individuals. Contracts for partners delivering services under this initiative were approved for fiscal year 2025-26, and a Request for Proposals was issued in March 2026 to solicit qualified providers to implement summer-focused programs aligned with the Blueprint’s objectives. Proposals were due by early April 2026, and the solicitation outlined workforce participation goals alongside detailed submission requirements. In supporting this initiative, the City employs a robust contractual and compliance framework to ensure quality, equity, and accountability. Vendors and partners are required to adhere to Affirmative Action ordinances, diversity advancement goals, and disclosure requirements to avoid conflicts of interest or non-compliance with relevant laws including prevailing wage and drug-free workplace statutes. Governing documents establish terms and conditions related to service delivery, payment, insurance, indemnification, and termination rights, with longstanding contracts also covering bonds to guarantee performance and payment obligations. The City emphasizes maintaining safe work environments, culturally competent service provision, and adherence to legal standards under Illinois law. Overall, the program reflects a coordinated, strategic effort by the City of Champaign’s Equity and Engagement Department to reduce gun violence through collaborative, data-informed, and community-centered services targeted at the most vulnerable youth populations.

Posting Questions? Contact: Ashley Stickels 205 W. Park Ave. Champaign IL 61820 ashley.stickels@champaignil.gov In response to community calls for action, the Champaign City Council designated gun violence as a top priority allocating ARPA funds for intervention programs focused on youth engagement, safe spaces and victim support. In December 2021, the City Council (SS-2021-037) approved the Community Gun Violence Reduction Blueprint. The Community Gun Violence Reduction Blueprint engaged partners with a history of anti-violence prevention and intervention services. At a Study Session on January 28, 2025 (SS 2025-003), Council directed staff to continue with the implementation of the Community Gun Violence Reduction Blueprint. The Community Gun Violence Reduction Blueprint consists of three overarching broad goal areas that include strategies that have been designed based on best practices and evaluation results. The goals include Goal 1 (prevent/reduce gun violence and promote safety), Goal 2 (enhance community engagement and support), and Goal 3 (data driven decision making). Partnering agencies bring a culturally responsive lens to their work, serving communities of color and individuals who are, or have been, justice involved. On August 5, 2025, (CB 2025-137) Council approved the execution of contracts with Blueprint partners for the fiscal year 2025-26.
