Competitive Personal Responsibility Education Program

The Family and Youth Services Bureau is seeking applications for the Competitive Personal Responsibility Education Program (PREP) to serve youth aged 10 to 19 and pregnant or parenting youth under 21 in states that do not accept FY2026 allocations for State PREP. The program requires funded projects to deliver evidence-based education on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS, while also incorporating at least three of six adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. Applicants must fully operationalize their projects within 90 days of award and demonstrate alignment with Administration for Children and Families (ACF) strategic priorities. Key personnel must submit resumes and budget for mandatory attendance at annual training sessions, and applicants must agree to participate in the national PREP evaluation, medical accuracy reviews, and ongoing technical assistance. Awards will range from $250,000 to $750,000 per recipient, with funding provided through a grant mechanism rather than a procurement contract. Evaluation is merit-based using a point system totaling 110 points, weighted across response quality (47 points), resources and capabilities (22 points), purpose and need (20 points), ACF alignment (10 points), projected impact (6 points), and budget reasonableness (5 points). Selection prioritizes best value over lowest price and considers geographic distribution, service to underserved populations, and past performance.
