This procurement involves the acquisition of backup services for national electronic information resources, specifically for the IKS 112 (150 TB) and SFAP (250 TB) systems, for a period of two months. The contract is being awarded to the State Enterprise Ukrainian Special Systems (DP USS), which is legally designated as the sole Technical Administrator of the National Backup Center for State Information Resources. Due to the ongoing state of martial law in Ukraine and the exclusive legal and technical status of DP USS, the procurement is conducted without open tenders or electronic catalogs. This direct award is justified by a total lack of technical competition, as DP USS is the only entity with the legal authority and infrastructure to provide these specific secure cloud backup services for critical state archives.
