AI Contract Overview
This solicitation, numbered 15BFA024R00000030, seeks Comprehensive Medical Services for the Federal Correctional Institution (FCI) in Sheridan, Oregon, under a firm-fixed-price, indefinite-delivery/requirements-type contract with a NAICS code of 622110. The contract includes a base year and five optional periods totaling up to 60 months, with an additional six-month option under FAR 52.217-8. Services are defined by output-based requirements in the Performance Work Statement, mandating inpatient and outpatient facility care, professional services aligned with community standards, and mandatory telehealth services with an on-site scheduler. Pricing must follow Medicare reimbursement benchmarks with allowable discounts or premiums, evaluated across ten categories in descending importance: inpatient facility services, outpatient facility services, outpatient physicians, other physicians, telehealth, mobile MRI, inpatient physicians, mobile CT, optometrist, and oral surgeon. Proposals are scored using a trade-off process where price is weighted at approximately 50%, and technical criteria and past performance each carry about 25%, with non-price factors considered equally important. The offeror’s pricing methodology must strictly adhere to the prescribed format, or it will receive a zero score in that category. The solicitation has undergone multiple amendments to correct discrepancies between attachments, clarify telehealth services and pricing separation, remove outdated documents, reinstate the on-site scheduler requirement, and add mobile services instructions; the current proposal deadline is June 26, 2026, CDT. All proposals must be submitted electronically as three separate PDF volumes—technical, past performance, and business—with no hard copies accepted, and each email must be under 14 MB. Offerors must be registered in SAM and include their Unique Entity ID, and all documents must be text-searchable and legible. Key contract clauses include mandatory provisions on whistleblower rights, code of business ethics, identity verification, security prohibitions, indemnification, and medical liability insurance, many of which include deviations from standard FAR text effective November 2025. Contractors must comply with extensive personnel security requirements, including NCIC, DOJ-99, FD-258 fingerprint, NACI, and urinalysis checks, and must submit a Quality Control Plan for approval before performance begins. All personnel with access to sensitive information must sign Non-Disclosure Agreements and adhere to DOJ IT Rules of Behavior, with PII safeguards flowing down to
