AI Contract Overview
The Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a firm fixed price contract to Global Resolutions, Inc. for computational services and model development support to advance research on the depth of burial of unexploded ordnance in estuary environments. This is a sole source action authorized under 41 U.S.C. 1901 and FAR 12.102(a), justified by the unique and irreplaceable expertise of Global Resolutions, Inc. in operating and integrating the STRIKE35 and Delft3D models already in use at the Naval Postgraduate School, with no other source capable of providing the required services without causing unacceptable delays to ongoing research. The contract has a base year and four one-year option periods, potentially extending performance up to five years, with delivery of software packages, user manuals, and publication-ready visualizations required under CDRL items A001 through A015, including a minimum of 100 high-quality figures per qualifying deliverable. Work must be performed with strict adherence to Navy cybersecurity standards, the Privacy Act of 1974, and non-personal services prohibitions, and contractor personnel must meet minimum qualifications including a master’s degree in mechanical engineering, physics, or oceanography, five years of experience with oceanographic modeling and Navy data sets, and proficiency in MATLAB, FORTRAN, and C. On-site support is required at the Oceanography Lab in Monterey, California, with an estimated three trips during the base year and three during option year three. All deliverables are subject to 100% inspection by the Technical Point of Contact under Acceptable Quality Levels, and any failed items must be corrected at the contractor’s expense. The anticipated award date is on or before May 19, 2026, and the NAICS code is 561320 for temporary help services.
