CONCHO BILLIE - STONE AND TRUCK HAULING

The National Park Service is seeking a small business contractor to perform stone and truck hauling services for the Concho Billie Off Road Vehicle Trail within Big Cypress National Preserve, Florida. The contract requires the delivery and dumping of approximately 1,000 tons of limestone ballast rock, sized between 2 and 5 inches with a maximum of 2% fines, to stabilize 10.3 miles of the trail used for emergency response and recreational access. The work must be completed within a 14-day period from June 29 to July 31, 2026, with operations scheduled Monday through Friday, eight hours per day starting at 7:30 a.m., excluding holidays. All labor, materials, equipment, and supervision are to be provided by the contractor using dump trucks with a minimum capacity of 18 to 20 cubic yards. Deliveries must be made to BICY - Pad 94 in Ochopee, Florida, or a designated alternate site, and the contractor must submit load tickets for each delivery to NPS personnel or a designated box. The contractor must possess a registered Unique Entity Identifier and provide references demonstrating relevant experience to be eligible for award. The contract is subject to the Service Contract Act with applicable wage rates governed by Wage Determination No. 2015-4545, Revision 31, effective for Collier County, Florida, and includes requirements for uniform provision or reimbursement. Performance will be evaluated based on cost, technical approach, and relevant experience, with no specific weightings provided.
