Conditional Use Permit (CUP) Case No. PL24-0119

The Ventura Regional Sanitation District (VRSD) is seeking approval for Conditional Use Permit Case No. PL24-0119 to reinstate an expired permit under Case No. LU06-0031 and abate violation CV24-0307. This land-use entitlement action concerns the Bailard Landfill Operations Maintenance Center and associated outdoor storage yard located at 4105 West Gonzales Road, Oxnard, in unincorporated Ventura County. The project is designed to authorize the continued operation of existing facilities, including the maintenance center building, modular administration and crew buildings, wastewater holding tanks, and parking lots. There are no proposed physical changes to the site, staffing, or services, as all activities will remain within the existing developed footprint of the closed Bailard Landfill. The facility serves as a critical hub for VRSD operations, housing administrative staff and crews responsible for sewer pipeline installation, maintenance, wastewater collection, and manhole servicing. It also supports the post-closure maintenance of several municipal landfills, such as the Toland Road, Santa Clara, Ozena, Coastal, and Tierra Rejada sites. Because the project involves only the continued use of existing facilities without new construction or expansion, it has been granted a categorical exemption under CEQA Guidelines Section 15301. The project was approved on November 6, 2025, under the jurisdiction of the Ventura County Resource Management Agency, Planning Division, with Erick Gasca serving as the Case Planner.
