1. Purpose
The purpose of this notice is to obtain information and industry comments in anticipation of a future competitive requirement for the Consolidated Product-Line Management, Sustainment, and Modernization (CPMSM) program, which will continue supporting the objectives of the Consolidated Product-Line Management Plus (CPM Plus) program, focusing on the requirements, development, execution, management, and synchronization of the Live Training Transformation (LT2) Product-Line (P/L).


 With 23 LT2 products fielded to over 200 sites globally, the LT2 P/L successfully employs technical and acquisition strategies that significantly reduce fielding time, minimize acquisition costs, enable total ownership cost reductions, and enhance training benefits afforded to the warfighter.

The incumbent contractor for the existing CPM Plus effort under contract number W900KK-20-D-0007 is General Dynamics Mission Systems, Inc., 12001 Research Parkway Ste 500, Orlando, FL 32826-3249.

2. Program Description
The planned CPMSM contract vehicle will encompass the continued management of the evolution of the LT2 P/L and provide total life cycle support to those programs that utilize the LT2 P/L. It will  continue to meet the requirements for a consolidated streamlined approach that:

1) Protects and leverages the Army's LT2 P/L investment.
2) Continues the development and evolution of the LT2 products/systems, core assets, architectural frameworks, and the LT2 P/L Construct.
3) Continues to provide efficient, effective, and agile methods to deliver military training products.


Under the CPMSM program the Army will execute control of a system's life cycle within a System-of-Systems (SoS) environment to maximize the commonality, reuse and interoperability of the system, while maintaining integrity of the product lines from which it is based. CPMSM will continue to evolve the deliberate processes for managing the development, production, and sustainment of LT2 products. CPMSM will enable using organizations to maintain visibility and control of the configuration of those systems, and SoS integration for which they are responsible throughout the total system life cycle.

The anticipated nature and complexity of the LT2 P/L work tasks (ranging from P/L architectural development, system development, SoS management to P/L core asset variability, and configuration management) associated with CPMSM requires mature and established processes, and therefore at least a Level 3 Capability Maturity Model Integration (CMMI) company rating.


3. Request For Information
The Government is conducting market research with companies that are interested in this requirement and/or portions therein.  Specifically, the Government requests that companies address their capabilities and relevant experience as we inform our contracting strategy for CPMSM.  The Government would also like to solicit feedback from industry on the recommended contracting strategy for the CPMSM effort.

All strategies should strive to protect and leverage the Army's LT2 P/L investment, while evolving core assets and the LT2 Construct tools and processes to ensure technology relevance across the P/L.

5. Submission Instructions


The Government is exploring a range of acquisition strategies and plans to utilize the information gained from this White Paper to help further shape the acquisition strategy. Responses should be limited to a three (3) page max white paper, not including cover page, cover letter, table of contents and any other documentation submitted in response to Past Performance. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this RFI Notice is strictly voluntary. This notice is for information and planning purposes. The Government will not pay or otherwise reimburse respondents for information submitted. Industry is encouraged to suggest alternative NAICS codes that may better align with the requirements.
