Construction & Vegetative Debris Collection and Disposal Services

The Iowa Department of Administrative Services seeks qualified contractors to provide construction and vegetative debris collection and disposal services in support of emergency response and disaster recovery efforts statewide. The contract covers a wide range of tasks including collecting, hauling, grinding, and disposing of both construction and vegetative debris from public rights-of-way and specified debris management sites following storms or other events. Contractors must provide all necessary materials, equipment, and labor, and are required to complete grinding of debris within 30 days of receipt. Processed debris becomes the contractor’s property but its disposal must comply with applicable state and federal laws. This is a non-exclusive agreement, allowing multiple vendors to be awarded contracts as needed. The initial contract period runs from September 9, 2025, through September 8, 2028, with the possibility of a single three-year extension. Work will be carried out at various sites across Iowa as determined by state-issued task orders. Bidders must demonstrate compliance with all relevant regulations, provide current licenses and permits, possess a thorough understanding of FEMA requirements, and be capable of rapid resource mobilization in response to disasters. The estimated value of the contract ranges between $5 million and $15 million.
