This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. The Federal Law Enforcement Training Centers (FLETCs), Glynco, Georgia an Agency of the U.S. Department of Homeland Security is seeking qualified construction firms to provide construction, alteration, and repair of Government owned facilities at the Federal Law Enforcement Training Complex, Glynco, Georgia. We are looking for firms that qualify under the Small Business Programs mentioned in the Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. Market research is being conducted to determine if there are small businesses with the capabilities and experience to perform the required work. The work requires construction of infrastructure upgrades and typical construction that can be accomplished in a reasonable time frame with a proven construction contractor. The work includes construction, alteration, and repair of existing facilities. The FLETC provides the requisite support and services to establish and maintain a state-of-the art law enforcement training facility.  Some projects could potentially be design-build. Such facilities include, but are not limited to, indoor firing ranges, automobile driver training ranges, students’ dormitories, office buildings, classroom buildings, physical techniques training facilities, conference facilities (including food service), parking areas, campus utility systems and roadway infrastructure, storm drainage structures, and hazardous material storage facilities. All work will be performed at the FLETC, Glynco, GA site. The anticipated contract will be an Indefinite Delivery/Indefinite Quantity contract with a base period of one year and four (4) one year option periods with a contract ceiling amount estimated up to $45,000,000. The North American Industry Classification System Code (NAISC) is 236220 and the Small Business Standard is $45 million. All interested parties are invited to submit a capabilities statement to include three projects of a similar nature within the last five years that are relevant to the work that will be required under this project. Please also include a project with a design-build element if possible.  Please limit the capabilities statement to 3 pages or less. Your capabilities statement shall be submitted to Ms. Traci Davis via email at traci.a.davis@fletc.dhs.gov. Responses are due July 6, 2026, by 4:00 p.m. EDT. Only Electronic copies of capability statements are acceptable. No telephone calls will be accepted. NOTE THIS IS NOT A REQUEST FOR PROPOSAL.
