The Office of General Services, Design and Construction (OGS D&C), is seeking proposals to establish a construction management contract valued at approximately $4.6 million, with an initial term of three years and the possibility of two one-year renewals. The selected Construction Manager (CM) will serve as an advisor during the design phase and collaborate closely with OGS D&C staff throughout the design and construction phases to ensure projects are completed on time, within scope, and in compliance with contract documents. The scope includes design reviews, cost estimation, value engineering, scheduling, safety inspections, and administrative oversight, with particular emphasis on managing multiple concurrent projects under multi-prime contracts, considering security and site constraints. A key requirement is that the CM must be willing to sign a Project Labor Agreement (PLA), if deemed appropriate, and provide a PLA Monitoring Plan to ensure vendor compliance. The procurement emphasizes diversity goals, including 15% minority-owned and women-owned subcontracting, and a 6% goal for service-disabled veteran-owned businesses. The contract covers projects located at Wards Island, New York, and involves working with firms that have recent experience with similar projects, such as TDX Construction Corporation. The response deadline is June 18, 2025, and additional project details and submission instructions are available on the OGS website.

The Office of General Services, Design and Construction (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $4,600,000.00 for the duration of three (3) years with two (2) one-year optional renewals. The State will utilize a “Best Value” selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term “Owner” refers to OGS D&C. The Construction Manager (CM) shall act as an adviser to OGS D&C during the Design Phase of various projects, and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the Design and Construction Phases to review the documents, organize and direct the timely completion of various projects and assure compliance with the contract documents. A Project Labor Agreement (PLA) may be contemplated for individual projects. If determined prudent and economically viable, the selected CM will be a signatory agent of the PLA. Failure to agree to be a signatory to the PLA will result in a non-responsive proposal. Upon execution of a PLA, the selected CM shall provide OGS a PLA Monitoring Plan, including how they will ensure vendors’ compliance to PLA provisions and steps taken to resolve PLA disagreements. Services will include, but not be limited to design/constructability review including code review, field check, cost projections and review, value engineering, bid package review, Critical Path Method (CPM) scheduling, claims analysis and construction management services including code and project safety inspections, and administrative duties. Special consideration shall be placed on managing several concurrently active projects, each project with multi-prime contracts (Wicks Law compliant), project planning including work sequencing and coordination of activities to minimize impacts from the facility’s high-level security controls and due to the confined nature of the site. The CM will also provide staffing on the project to assist D&C personnel in organizing and directing the completion of the project to achieve occupancy on or before the specified date. Additional information on the project, submission requirements and procurement policies are available for downloading from the OGS website.  https://online.ogs.ny.gov/dnc/ContractorConsultant/esb/esbConsultantOpsIndex.asp  Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Due date:06/18/2025 2:00 PM Contract term: Three (3) years with two (2) one-year optional renewals County(ies): New York Location: Wards Island, New York * These goods or services have been purchased from an out-of-state/foreign vendor within the past three years.
