Construction Manager at Risk Services Maintenance Capital Program Group 1

Lexington County School District One is soliciting competitive sealed proposals for a Construction Manager at Risk (CM-R) to provide preconstruction and construction services for two existing-facility improvements, identified as Projects 1-01 through 1-02. With a preliminary construction planning budget of 5,400,000 dollars, the selected firm will be responsible for delivering code-compliant work while ensuring schools and support facilities remain occupied and operational. The project scope encompasses the development of master program schedules, open-book cost models, and the coordination of hazardous-material surveys and utility shutdowns, culminating in final acceptance and a corrective-work period of at least one year. The contract will be based on AIA A133-2019 and AIA A201-2017 standard forms, governed by South Carolina law and the District Procurement Code, with no federal or grant funds applied. Award will be granted to a single responsible offeror based on a 100-point evaluation consisting of 88 non-cost points and 12 cost points. Key evaluation criteria include staff qualifications, similar CM-R experience in occupied facilities, program management approach, and financial bonding capacity. Proposals must be submitted via the Beacon Bid portal by November 2, 2026, and must include a technical proposal, a redacted public copy, and a separate sealed cost proposal. Performance and payment bonds equal to 100 percent of the applicable Guaranteed Maximum Price are required prior to the start of construction.
