CONSULTANTS, SPEAKERS, & PROGRAM PRESENTERS FOR STAFF & STUDENT DEVELOPMENT

The Judson Independent School District is seeking to establish a pool of qualified consultants, professional speakers, and program presenters to provide high-quality professional development and targeted instructional training for staff and students. This solicitation, identified as 26-03, covers a comprehensive range of content areas, including core subjects like ELA, Math, Science, and Social Studies, as well as specialized programs such as STEM, CTE, Fine Arts, Special Education, and Social Emotional Learning. The primary objective is to enhance instructional delivery and build capacity for educators, leaders, and students to drive measurable academic development. Services may be delivered through various methods, including coaching, facilitation, and formal presentations. The resulting contract will be a fixed or negotiable price requirements agreement starting around September 18, 2026, for an initial term of two years, with options for three additional one-year extensions. Prices must remain firm for the initial term, though vendors may adjust pricing by up to three percent upon completion of that first term. Evaluation of proposals is based on a weighted scale, with purchase price accounting for 50 points, followed by the quality of services, vendor reputation, and the extent to which the services meet the district's needs. Administrative requirements include the submission of monthly invoices with a net 30-day payment cycle and the necessity of a properly executed purchase order for all services. Vendors must comply with various certifications, including Texas HB1295, non-discrimination policies, and federal fund requirements such as the Clean Air Act and Buy America provisions. Proposals must be submitted in a sealed envelope and on a USB drive to the Judson ISD Purchasing Department by September 3, 2026.
