Consulting Services to develop Cemetery Master Plan

The Town of Oakville is soliciting proposals for consulting services to develop a comprehensive Cemetery Master Plan, with a primary focus on the Trafalgar Lawn Cemetery and a high-level review of seven other municipal cemeteries. The objective is to address critical capacity issues and long-term fiscal sustainability by determining land capacity over a 25-year planning horizon, a 100-year outlook, and a 50-year capital forecast. The project involves eleven key deliverables, including a current state analysis, demographic market demand assessments, operational reviews of staffing and facilities, and a final implementation roadmap. All work must comply with the Funeral, Burial and Cremation Services Act, 2002. The contract has a maximum upset limit of 140,000 dollars, inclusive of all professional fees and expenses. Proposals must be submitted electronically via the bids and tenders platform by September 30, 2026. The Town will use a two-step evaluation process where technical submissions must score at least 70 percent before the fee proposal is unsealed. Awarding is based on the best overall value, evaluating company experience, team qualifications, and proposed methodology. Successful consultants must maintain five million dollars in commercial general liability insurance and two million dollars in non-owned automobile liability insurance. Payment terms are set at NET 30 days.
