AI Contract Overview

The Space and Naval Warfare Systems Center, Pacific (SSC Pacific) is planning to award a Cost Plus Fixed Fee, indefinite-delivery indefinite-quantity contract to Science Applications International Corporation (SAIC) for the continued research and development of composite technology in container security. This contract will be a sole source follow-on to a previous competitively awarded contract with SAIC and focuses on completing the development, testing, and prototyping of the Advanced Container Security Device (ACSD) and the Container Security Device (CSD). The ACSD includes advanced sensors designed to detect intrusions on any container side, unauthorized door openings, and the presence of human cargo, while the CSD is a subset specifically aimed at door intrusion detection. The technology for these devices has been developed under prior contracts with SAIC, including both Navy and Army task orders. The sole source justification relies on the unique expertise and prior development work SAIC has conducted, which no other vendor can replicate without substantial duplication of cost to the government. Authority for limiting competition is based on federal regulations citing that only one responsible source exists to meet the agency’s needs. However, other capable sources are invited to submit capability statements, and if it is determined that another source could fulfill the requirements without excessive cost duplication, the sole source acquisition strategy will be reconsidered. Any inquiries regarding this contract action can be directed to the designated government point of contact.

Full Description

The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tosolicit and award a Cost Plus Fixed Fee, indefinite-delivery indefinite-quantity contract to Science Applications International Corporation (SAIC), of 10210 Campus Point Drive San Diego, CA 92121 on a sole source basis. The purpose of this action is to complete the research and development requirements for composite technology in container security. This action is a follow-on to a previous contract with SAIC, N66001-05-C-6013, awarded under the competitive Homeland Security Advanced Research Project Agency (HSARPA) Broad Agency Announcement (BAA) 04-06 published on 7 May 2004. The government seeks the completion effort of the development, test, and prototype of the Advanced Container Security Device (ACSD) and Container Security Device (CSD). The ACSD consists of sensors that detect and warn of intrusion on any of the six sides, door openings, or the presence of human cargo. All ACSD development has been under N66001-05-C-6013. A subset of the ACSD capabilities is the CSD, which specifically detects an unauthorized opening of a container door. The technology used by SAIC for the CSD was developed under N66001-05-C-6013 (mentioned above) as well as United States Army contract W91-CRB-04-D-0015, task order 0032. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAICs experience and container technology makes it the only source that would not result in the duplication of cost to the government. All responsible sources may submit a capability statement which will be considered by SSC Pacific. If it is determined that sources other than SAIC can successfully meet this requirement without substantial duplication of cost to the government, the sole source acquisition strategy will be reconsidered. Questions concerning this sole source contract action may be directed to Christopher J. Murr at contact@example.gov.

Solicitation # FA875023S7006
The Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site, is soliciting research and development for Artificial Intelligence and Next Generation Distributed Command and Control under BAA FA8750-23-S-7006. The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.
