Full Description

The County of Fresno on behalf of the Department of Social Services is requesting proposals from qualified and experienced vendors to provide robust and comprehensive project-based rapid rehousing (RRH) services to help individuals and families exit homelessness and achieve housing stability. The County is seeking a vendor to provide a project-based RRH program for 42 units/households at a site secured and under contract by the County within Metro Fresno, with services to begin July 1, 2025. The requested services will be funded initially through the U.S. Department of Housing and Urban Development Emergency Solutions Grant (ESG) and primarily by the State of California Department of Housing and Community Development (HCD) Homeless Housing, Assistance and Prevention (HHAP) funding. HHAP started as a one-time block grant fund in the amount of $650 million authorized by AB101, to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges but has since expanded into multiple rounds of funding (currently 1-5). In accordance with the Housing First philosophy of ending homelessness, as well as California statute outlines in Senate Bill (SB) 1380 (Chapter 847, Statutes of 2016), programs funded through this Request for Proposals (RFP) are required to link homeless individuals and families to permanent housing as soon as possible upon client entry to the project-based program, continuing through the length of the program without preconditions or barriers. It is the intent of the County to enter into an agreement with no more than one subrecipient for project-based RRH services. However, the County is open to partnerships between agencies to provide these services and will consider joint proposals from partnering agencies. The County will consider funding entities that have a history of success in providing case management, rapid rehousing, or other homeless services, and have experience in administering County, State, or Federal funding.
