The U.S. Coast Guard National Vessel Documentation Center is seeking contractor support services to maintain the Continuous Synopsis Records (CSRs) for U.S.-flagged commercial vessels, ensuring compliance with international maritime safety and security standards under the Safety of Life at Sea (SOLAS) Convention and the International Ship and Port Facility Security (ISPS) Code. This bridge task order, issued under solicitation number 70Z02326QCVC401 and dated July 1, 2026, is a sole-source, firm-fixed-price award justified under GSAR 538.7104-3 due to the unique and indispensable institutional knowledge held by the incumbent contractor, DWBH, LLC, a Service-Disabled Veteran-Owned Small Business. The work is critical to preventing vessel detentions in foreign ports and maintaining the operational legality of the U.S. commercial fleet, requiring seamless, uninterrupted processing of vessel history documentation that is deeply integrated into the National Vessel Documentation Center’s systems and workflows. The contract includes a base period with two one-year option periods and a six-month extension provision under FAR 52.217-8, with the current expiration set for September 26, 2026. Performance is centered in Falling Waters, West Virginia, though administrative oversight and acceptance are managed by the U.S. Coast Guard’s Contracting Office in Washington, DC. No pricing data is provided, and formal evaluation factors, payment instructions, invoicing systems, or detailed attachment lists are absent from the documentation. The contractor is responsible for daily CSR processing under government oversight, with acceptance contingent on strict adherence to international maritime regulations and the uninterrupted continuity of records that cannot be replicated by any other entity without exposing the fleet to significant compliance and operational risk.
