The Department of Fisheries and Oceans (DFO) has a requirement to hire a Contractor for services to To provide labor, materials and services necessary to coordinate the collection of data and samples from hunted beluga and biopsies of living beluga in Nunavik for the Department of Fisheries and Oceans Canada (DFO).
The contractor must provide the following deliverables:
A minimum of 140 sampling kits sent to the 14 Nunavik communities by March 31;
Two (2) shipments of physical samples on ice sent to the Maurice Lamontagne Institute, one (1) by November 1st of each year and one (1) by January 15th of each year;
Excel file containing information on age, sex, hunting location, date, and morphometric data from sampled beluga sent by email to the project lead twice annually, once by November 1st of each year and once by January 15th of each year. The number of samples listed must correspond to the number of samples received;
Age dataset of sampled beluga, estimated counting growth layers on a section of tooth, sent by email to the project lead by March 31 of each year
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
The supplier must have significant experience coordinating wildlife sampling programs within Nunavik communities;
The supplier must be able to communicate fluently in English, French, and Inuktitut both verbally and in writing;
The supplier must be capable to issue payments to individuals and organizations within a maximum of four weeks’ notice;
The supplier must demonstrate knowledge of beluga management in Nunavik by providing examples of prior work or experience that address its socio-economic, cultural, and political dimensions;
The supplier must have the expertise to determine the age of belugas by reading.
