AI Contract Overview
The U.S. Coast Guard intends to award a sole-source, firm-fixed-price contract to MAESTRO Marine, LLC for the continued development of the MAESTRO corrosion database software and the analysis of corrosion data on USCG vessel hulls, with an estimated value of $98,250. The contractor, located in Royal Oak, Maryland, is the only entity with proprietary knowledge of the proprietary MAESTRO software and the specialized analytical methodology required to assess structural integrity of USCG cutters, making it the sole source capable of meeting this mission-critical requirement. This action is authorized under FAR Class Deviation 25-21 Rev. 1 and RFO FAR Part 12, which permit simplified procedures for commercial acquisitions below the Simplified Acquisition Threshold, and is justified under FAR 6.103-1 and 10 USC 3204(a)(1) for the U.S. Coast Guard. The acquisition is designated as a Total Small Business Set-Aside under NAICS code 513210, and the work will be performed at Curtis Bay, Maryland. No competitive solicitation will be issued, but interested parties may submit information demonstrating that competition would be advantageous, cost-effective, and not hinder mission objectives. Responses must be submitted via email to the Contracting Officer by August 13, 2026, and no other forms of communication are accepted. The technical point of contact is Alexander Y. S. Beebe, and the Contracting Officer is Joshua Richardson, both of the Department of Homeland Security’s SFLC Procurement Branch 3 in Baltimore, Maryland. The contract value includes options, though specifics are not detailed, and no line-item pricing, delivery schedule, or formal inspection criteria are provided in the documentation. The award is based solely on MAESTRO Marine’s unique expertise, with no competitive evaluation, trade-off analysis, or formal quality standards cited, and no security clearances, OCI mitigation, or invoicing methods are specified.
