Rocket Systems Launch Program (RSLP) Innovative Delivery of Effects (RIDE) Supplemental Request for Information (RFI) – Industry Statements of Capability (SOCs)
Solicitation # RIDE2026
The Space Systems Command's Rocket Systems Launch Program is implementing the Innovative Delivery of Effects acquisition strategy to provide responsive space, experimental, and research, development, test and evaluation launch services for the Department of War and other government agencies. This strategy succeeds the OSP-4, SRP-O, and SRP-4 programs and aims to support a wide range of missions, from low Earth orbit payloads to suborbital vehicle development. The government is contemplating the use of two multiple-award indefinite-delivery indefinite-quantity contract vehicles. One IDIQ will focus on commercial Space Transportation Services using fixed-price structures, while the second will address non-commercial Space-Related Activity launch services, which may involve complex research and development and utilize hybrid cost-reimbursement and fixed-price task orders. The current supplemental request for information seeks statements of capability from industry to refine acquisition requirements and determine commerciality. Interested companies must provide details on their flight heritage, launch vehicle production processes, and their ability to meet mission assurance requirements. The government is specifically looking for feedback on streamlining mission assurance practices and identifying high-value deliverables for minimum award guarantees to avoid duplicating previous acquisitions. Potential contractors for the non-commercial IDIQ must demonstrate the ability to perform cost-reimbursement contracts, including maintaining approved accounting systems. An industry day is scheduled for September 22 through 23, 2026, at Kirtland Air Force Base, with statements of capability due by October 2, 2026.

The Counter Air Missile Program (CAMP) Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) initiative is a presolicitation effort by the U.S. Air Force’s Air Force Life Cycle Management Center at Eglin Air Force Base to solicit industry feedback on a draft solicitation for a Prototype Other Transaction (OT) agreement under 10 U.S.C. 4022. The goal is to develop a supersonic, ground-launched ETV that embodies affordability, digital engineering, open and modular architecture, and high producibility to accelerate the integration of commercial or minimally modified subsystems into a next-generation missile prototype. This effort aims to overcome traditional defense development bottlenecks by fostering innovation and agile collaboration with industry, particularly missile and launcher system vendors, with the potential to transition into a follow-on Family of Affordable Mass Missiles (FAMM-GLCA) production program. The formal solicitation is scheduled for release in early July 2026, with contract awards anticipated no later than the end of September 2026, and industry day events are planned for May 27–28, 2026, at the Doolittle Institute in Niceville, Florida, requiring pre-registration with company name and CAGE code and adherence to strict security protocols for classified sessions, including U.S. citizenship and SECRET-level clearance for attendees. Responses to this presolicitation notice are strictly voluntary and serve only to inform the government’s final requirements; no formal proposals will be evaluated at this stage, and all feedback must be submitted by June 2, 2026, via NIPR email for unclassified material or DOD SAFE for Controlled Unclassified Information. The government makes no financial or contractual commitments through this notice and will not reimburse any costs incurred by respondents. While the contract vehicle will be an Other Transaction agreement—bypassing many traditional FAR clauses—security requirements are stringent, including prohibitions on wireless devices and note-taking during classified briefings, and participants must self-mark all proprietary information to safeguard trade secrets. The contracting office, led by Brent Barnhill and R. Garet Simmons as Contracting Officers and Norma F. Taylor as Program Manager, has not yet released formal evaluation factors, cost estimates, delivery schedules, inspection criteria, or representations and certifications, which will be detailed in the upcoming solicitation. All performance is expected to occur at Eglin AFB, Florida, and no formal contract options, FOB terms, invo

Purpose:
The Counter Air Missile Program (CAMP) Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) Acquisition team plans to enter a 10 U.S.C. 4022 Prototype Other Transaction (OT) agreement on the Armament Directorate Rapid Response Commercial Solutions Opening (CSO), Area of Interest, prototyping. The Government is requesting feedback from industry on the draft solicitation package and will hold an Industry Day and One-on-One discussions with vendors on 27-28 May 2026. Intention is to release the formal solicitation in early July for contract awards NLT end of September 2026.
NOTE: This notice is not an official request for proposals. Proposals submitted in response to this notice will not be considered for award. Any formal request for proposal for this effort will be posted as a separate notice.

Background:
The Government seeks to prototype a new supersonic counter air ETV weapon class. Focus of the effort is development of an affordable, digital, open/modular, and highly producible ground launched counter air ETV to support rapid integration and demonstration of commercial or minimally modified sub-systems and components into a new missile prototype. In response to challenges posed by escalating system complexity and prolonged time-to-field cycles, the ETV effort aims to revolutionize defense development paradigms. The imperative to address these challenges swiftly is underscored by the need for agility, efficiency, and innovation to meet evolving warfighter needs. Given completion of successful prototyping and funding, the effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program.

The Government seeks innovative solutions, strong industry partnerships, and to leverage industry expertise to manage the development and execution of solutions. The solicitation will request proposals from both prime missile vendors, as well as missile launcher system vendors.
