Court Reporting and Transcription Services for the Financial Services Tribunal

The Government of Ontario, through the Ministry of Finance, is soliciting bids for court reporting and transcription services to support the Financial Services Tribunal. Beginning approximately February 2027, the selected vendor will provide these services on an as-needed basis, with on-site requirements in North York and other locations within the Greater Toronto Area. The contract features an initial term of three years with potential extensions for years four and five. Deliverables include court reporting billed by the hour, half-day, or full-day, and transcription services offered across fast, standard, and extended delivery timeframes ranging from one to fifteen business days. The award will be granted to the highest-scoring compliant bidder based on a three-stage evaluation process. Stage one consists of mandatory eligibility requirements, including professional certification from a recognized association and a minimum of two years of relevant experience for all proposed personnel. Stage two evaluates technical responses worth 97 points, focusing on the proposed approach, capabilities, business continuity planning, and proximity to the GTA. Stage three utilizes a relative formula to score the commercial response based on the lowest submitted price. Additionally, bidders must demonstrate tax compliance with the province of Ontario and adhere to strict occupational health and safety standards, including compliance with the Occupational Health and Safety Act and the Accessibility for Ontarians with Disabilities Act.
